SPOILER ALERT FROM BOOK TWO OF THE CORDELIAN CHRONICLES:
Darl and Menlo sat on a stone bench on a small patio in the ebullus of Lengle, a world dedicated to the business of governing. Over fifty worlds were administrated by Lengle, either directly or indirectly. Most of the thirty billion people on those worlds knew little of Lengle, or of the decisions made there about their daily lives. And most of the bureaucrats of Lengle knew little about those people as they made their decisions.
